MONTPELIER — A legislative committee that reviews government rules handed the Shumlin administration a dilemma Thursday.
The
panel of House and Senate members voted 5-3 to object to a pending rule
that would require daily newspapers to begin paying unemployment
insurance for “individuals engaged in the delivery and distribution of
newspapers and shopping news.”
