The Audit Bureau of Circulations (ABC) last week announced a series of new rules and clarifications on qualifying newspaper copies as paid circulation.
Among the immediate changes: annual subscriptions sold on credit or installment automatically qualify as paid for an entire year once a customer has paid a specific percentage of the basic annual subscription price; papers sold along with other services can include the “purchase disclosures” indicating “wantedness” on the newspaper copy itself; Newspaper In Education (NIE) copies sold on credit can be included as paid when delivered as long as records show the paper had sufficient funds to cover the copies.
