Indiana and Vermont newspapers are the latest to face the threat posed by new taxes.
A bill making its way through the Indiana House of Representatives would add a $2-per-metric-ton fee to newsprint used by dailies with more than 12,500 copies in circulation. The monies raised would be used chiefly to help fund clean-water programs.
In Vermont, a proposed education measure would tack a 5% sales tax onto the retail sales of newspapers.
