A 20-year-old man has been charged with vehicular manslaughter in the death of his 18-year-old sister.

Aaron Ussery has also been accused of driving under the influence, driving while addicted to a drug and being under the influence of a controlled substance.

Police said the vehicle landed on its roof in an irrigation canal near the Northern California town of Newell. The water was at least 4 feet deep and an autopsy performed by forensic pathologist James Olson determined that Jennifer Ussery died from drowning.

Aaron Ussery escaped and walked about a mile to call 9-1-1.

Jennifer Ussery delivered newspapers for the Herald and News of Klamath Falls, and the two were working her route when the crash occurred Monday.
