Students filed a civil rights complaint against Cal State San Marcos on Wednesday, claiming that graphic sexual and violent content in the Koala newspaper creates a hostile learning environment that the university hasn’t addressed.

The complaint, filed with the U.S. Department of Education’s Office for Civil Rights, argues that the university’s decision to permit distribution of the Koala has enabled its publishers to harass students, “to the point where their equal access to education and programs at CSUSM has been impaired.”
