Digital publishing can look like an ecosystem where only the biggest can survive. But not everybody is doggedly chasing scale. In fact, some are even aspiring to be midsize: Just this week, Verge co-founder Joshua Topolsky announced he was creating The Outline, a new site designed to reach an audience of 10 million to 15 million, according to The Wall Street Journal.
