China’s reach doesn’t stop at its borders — and critics are paying the price.
Day 2 of China Targets, a new investigation by the International Consortium of Investigative Journalists and 42 global media partners, exposes how the Chinese government is reshaping international institutions and co-opting local and international law enforcement — including Interpol — to export repression.
Today’s stories reveal China’s weaponization of Interpol red notices to intimidate and silence critics no matter where they live. China Targets also shows how police in democratic nations have detained activists — sometimes before protests have even occurred — to shield President Xi Jinping from criticism during his trips abroad.
The reporting draws on interviews with 105 dissidents in 23 countries, previously unseen internal government documents and secret recordings of police interrogations. ICIJ and its partners uncovered the mechanics of China’s transnational repression campaign, which often targets religious and ethnic minorities and human rights activists deemed threats to the regime.
