Morocco has long enjoyed a reputation as one of the most progressive countries in the Arabic-speaking world. When protests swept the Middle East and North Africa in 2011, many observers spoke of the “Moroccan exception” and the “Moroccan model,” citing a series of apparently liberalizing reforms made by the king.
