Ken Svanum to publisher of the Santa Barbara News-Press from advertising director of The Press Democrat in Santa Rosa. Svanum will start as publisher early next year. He succeeds Steven Ainsley, who was recently named senior vice president of the New York Times Regional Newspaper Group.

Timi McCormick to publisher of the weekly Akron News-Reporter from advertising director of the Fort Morgan Times.
Theresa Leake to advertising director of the Fort Morgan Times from sales representative at the daily.
DISTRICT OF COLUMBIA
Arthur D. Farber to director of circulation for The Washington Times from, most recently, vice president and director of circulation for the Alameda Newspaper Group based in Oakland, Calif. Farber succeeds Craig Simmers, who left to pursue another business opportunity in Lincoln, Neb.
Florida
Michael Richey to managing editor of The Florida Times-Union in Jacksonville from assistant managing editor. Richey succeeds Mary Kress, who resigned.
GEORGIA
S. Jane Benton to publisher of the Thomasville Times-Enterprise. Benton will continue as publisher of The Observer in Moultrie. Both dailies are owned by Thomson Newspapers. Benton succeeds Wallace Goodman at the Times-Enterprise.
John C. Williams to vice president of marketing and communications at Cox Enterprises Inc. from director of marketing. Williams heads communications following the retirement of director of communications Lynda Stewart.
illinois
Larry Randa, president and publisher of Liberty Suburban Chicago Newspapers, elected to board of directors of Cook County Suburban Publishers Inc. Randa succeeds the retired Jack R. Kubik, who served 28 years on the board, including several terms as president.
Lisa Sim to marketing specialist at The News-Gazette in Champaign. Sim, a recent graduate of Millikin University in Decatur, replaces Tom Mahoney, who enrolled in the University of Wisconsin Law School.
Missouri
Gary and Helen Sosniecki to editors of The Lebanon Daily Record and its parent company, Lebanon Publishing Co., from owners of the weekly Webster County Citizen in Seymour.
New York
Robert Brandt and Charlotte Hall, managing editors, named vice presidents at Long Island's Newsday. Brandt and Hall will join publisher Ray Jansen's executive committee and continue with their present duties.
Oregon
Jim Godbold to the newly created position of executive editor at The Register-Guard in Eugene from managing editor.
Dave Baker to managing editor at the daily from assistant managing editor for news.
Carl Davaz to the newly created position of deputy managing editor from assistant managing editor for graphics and technology.
Pennsylvania
Mark Davis, staff writer for The Philadelphia Inquirer, to join the Pennsylvania State University College of Communications as the professional-in-residence this fall semester.
South Carolina
Joel Cardwell to display advertising manager at The Post and Courier in Charleston from regional and national advertising manager at the daily.
Melanie Mathewson to corporate marketing manager for the Evening Post Publishing Co., The Post and Courier's parent company, from local retail sales manager. Mathewson also will assume the responsibilities for business development.
Vermont
Scott Fletcher to managing editor of The Times Argus in Barre from city editor at the daily. Fletcher will succeed A.C. Hutchinson, who retires this September.
Virginia
Denis Finley to deputy managing editor, presentation, at The Virginian-Pilot in Norfolk from news editor at the daily. Finley succeeds Nelson Brown, who was recently named deputy managing editor, technical.
Washington
Robert Bickler to the newly created position of general manager of the Yakima Herald-Republic from advertising director at the daily. In the future, Bickler is expected to be named publisher, a position vacant since Charles Cochrane Jr. left to run Blethen Maine Newspapers. Both the Herald-Republic and Blethen Maine are owned by the Seattle Times Co.
Wisconsin
Rod Christensen to publisher of the Shawano Leader from general manager at the daily. Christensen has been acting executive since the departure of publisher John Irby in January.
International
Rudi V. De Ceuster, secretary-general of the European Alliance of Press Agencies, to director, European business development, in Business Wire's new Brussels office, which opened Aug. 1. De Ceuster will continue to serve in his current role with the European Alliance of Press Agencies.
