'Carroll County Times' in Westminster, Md., Appoints Publisher

By: E&P Staff Pat Richardson has been named publisher of the Carroll County Times in Westminster, Md.

Richardson has served as advertising director for Landmark Community Newspapers Inc. in Shelbyville, Ky., since January 2004. Before that, she held several advertising management positions at The Virginian-Pilot and served as a general manager for that newspaper's North Carolina operations.
