Illinois Newspaper, City Council Spar Over Delivery Boxes

By: E&P Staff The News-Tribune, based in LaSalle, Ill., is battling the Princeton, Ill., City Council for the right to place delivery boxes outside of subscribers? homes within city limits. The city claims that the boxes violate a signage ordinance that prohibits advertising in the right of way, and the side of the boxes displays a News-Tribune logo.

The paper agues that prohibiting the installation of the boxes is a violation of the first amendment because it hinders the paper?s ability to deliver the news.

The paper?s circulation manager, Bill Delorme, said in a Peoria (Ill.) Journal article that due to a decline in available news carriers, motorized routes are most cost-effective. Subscribers to the paper on motorized routes have been given the option of ?bag and toss? deliveries or to install delivery boxes outside of their homes.
