Many of the two dozen or so drab and smudgy papers sold no more than a few thousand copies in a city of 16 million -- but all of them took government cash and advertising while publishing ruling-party press releases disguised as Page One news.
But the teetering newspaper system collapsed in spectacular fashion last month.
