Newspaper publishers are to lobby Google and Apple to share more information about users of tablet devices such as the iPad as they look to redefine what constitutes a paid sale on digital devices.
British publishers have asked Google for user data from devices powered by its Android system so that they can audit their numbers.
The Audit Bureau of Circulations in Australia has approached Apple asking it to share data about the users of iPhone and iPad apps.
Globally publishers are frustrated that Apple is the holder of subscriber information - effectively putting them at arm's length from their readers.
There is also a fear that Google might try to control the flow of information from apps used on its Android operating system for mobile devices. Publishers want control over how an app user on Android is measured and audited.
A newly formed ABC committee made up of newspaper and magazine publishers and advertisers is to meet within two weeks to redefine what makes a digital sale.
