Scripps Creates Circ Compliance Position; DeLoach Named

By: Jennifer Saba The E.W. Scripps Co. is taking no chances in light of the recent onslaught of circulation misstatements revealed by its peers. As a precaution, the company created a new position -- director of circulation compliance -- and today tapped Jeffery S. DeLoach, the circulation manager of The Commercial Appeal in Memphis, Tenn., to fill it.

"We're asking Jeff to bring his 20 years of circulation experience, including nearly 10 years with the Audit Bureau of Circulations, to help us ensure that our integrity is never in doubt when our circulation numbers are presented to advertisers," said Steve Sullivan, vice president of newspaper operations, in a statement. "Many of our publishers and circulation directors already have drawn upon his deep knowledge of circulation accounting and ABC rules and regulations. This appointment formalizes the unique role he will continue to play within our newspaper group."

Effective Sept. 1, DeLoach will be responsible for verifying the company's circulation by working with publishers, controllers, and circulation directors to monitor systems and processes at all Scripps newspapers. He will serve as the liaison between the company and ABC.

At ABC, DeLoach was in charge of the field auditors for 17 states including the markets of Detroit, Denver, Houston and San Antonio before he joined Scripps at the Rocky Mountain News in Denver. He later went on to join the Appeal.

DeLoach will retain his position as circulation manager in Memphis.
