The National Press Photographers Association, the New York Media Consortium, and a coalition of journalism organizations and news outlets submitted supplemental comments to the New York City Police Department on Nov. 4, urging it to eliminate or substantially reduce the 30-minute delay imposed on police radio communications made available to credentialed journalists.
NYPD’s original proposal under Local Law 46 contemplated providing qualifying communications to credentialed members of the press through a restricted platform after a one-hour delay. Following comments submitted by NPPA and its coalition partners in September, the Department reduced the delay to 30 minutes. The supplemental comments explain that the revised delay still prevents contemporaneous newsgathering, can deprive journalists of critical safety information, and has not been justified by evidence showing that less restrictive safeguards would be inadequate.
