By: E&P Staff Swift Communications Inc. has appointed P. William (Bill) Toler its new chief executive officer. He has also been named a member of the company's board of directors.
Previously, Toler spent 29 years with Procter & Gamble Co., where he served in a variety of executive leadership positions internationally.
